In the future when removing Oracle from a machine you might find it of
value to read and follow
the instructions rather than treating it like it is a Microsoft product.
First install the Oracle software without a database. Then use oradim in
the \bin directory to get rid of the
old service. Alternatively you could edit the registry and you should
make sure that the Oracle services are
disabled in the Control Panel Services dialog.
Once the software is installed use the DBCA to create a database.
