You are exactly right, it is an Oracle Apps wrapper for UTL_FILE. Only diff is that it is an integrated package call to the Oracle Applications environment itself (Concurrent Manager specifically). For those that use Oracle Apps, probably know what I am talking about, those that don't ... in some ways I envy you. lol.

P.S. Given I am slow minded, I have used the same id for years... well variations of it to help me remember userid/password combinations. It's either that or a bunch of yellow post-its all over my desk... lol.
