WHERE do you enter all these statements to fix things? ORA-01654

I have read a number of posts that have the information that I need, but they all assume I know how to admin Oracle. For example, to fix my table space issue, one post says "Use ALTER TABLESPACE ADD DATAFILE statement"

Where do I use this statement? SHould I shout it at the screen?

We got our Oracle from a company that fired there Oracle specialist and now they refuse to provide Oracle support. Oracle won't support us because we didn't buy it directly from them. I don't know anything about Oracle other than how to add a view in the Schema Manager.
