Are you sure it wants you to be part of a domain, as opposed to having a fully qualified domain name for your test server?

A domain on an NT network implies a domain controller (PDC), all the other servers being part of the domain, and so on. A strange requirement for an Oracle product. However, I do know that 9ias requires your machine name to be in the format host.domain (for example, testbox.plusconsultancy.co.uk). You can set this using a right-click on 'My Computer', select Properties, then Network Identification, then the More button, then type in the domain suffix you want to use. You can even make one up, for test purposes.

As long as you can then ping the selected host.domain and get a response, this will be ok.
