This is not a dbca tool installation error. This error is thrown by java.util.zip api when trying to unzip a file.. (Maybe because of corrupt zip file). If you chose to install a starter database then installer extracts database files from a zip file and must have encountered some error. Make sure that you have atleast 1GB space available in TEMP directory (Possible reason for this error) or do not choose to install a starter database.
Since this is a rare occurance, I have not seen any workaround for this on metalink or elsewhere. If you have access to http://metalink.oracle.com then you can also post it there.
Someone else may have a workaround for this.
