W2K slow - Memory usage high

On my Windows 2000 system, the memory usage is almost always over 200 MB, but if I add up the memory usage of the processes as listed in the task manager, I don't get anywhere near this sum. How can I find out which processes are using the memory?

The system is unusually slow, particularly on booting. Is there any way to troubleshoot what is taking a long time during the boot phase?
