Mike,

Thanks for trying to get the log.xml file. It may be that nothing is being written to the log.xml file because iSQL*Plus fails to start. I have logged a bug against this (#2845836).

Please contact Oracle Support and log an iTAR. That's your best bet on getting this tracked and resolved.
