AFAIK, the Personal Edition was designed to be a developer's personal playground with all the functionality & capability of Enterprise. From my experience, there is virtually no difference in the core functionality or in most non-OS related administration.

One of the strengths of Oracle is the ability to cross platforms at the application level (not necessarily the admin level) with no application or data schema change.

For more info, strongly advise you review Oracle Product Family overview at http://otn.oracle.com/products/oracle9i/pdf/9idb_rel2_prod_fam.pdf which details the differences between versions.
