I would:
1. Use the English language in an English newsgroup (I therefore only reply in this ng);
2. Install Apache with PHP and, besides, use the Oracle HTTP Server to connect to the database, and then use mod_proxy to have them talk to eachother. Unless you want to do things that are not supported...
