According to this document, you need Oracle Internet Directory (OID) up and running before using OCS. OID comes with the database download. During the install, I think it's part of the Management Tools. After you installed it, some setup is required. Use the "Internet Directory Administrator's Guide" on tahiti.oracle.com to get started. I should warn you that the proper setup can be quite challenging the first time (could take 3 or 4 days). Good luck.
