Called Advanced Queue, or AQ, and built into the database for several years now. Well documented - go to Oracle Technet (http://otn.oracle.com), then under Products and then under Advanced Queueing or under Docuemtation and search for Queueing.

For what it's worth, there is also a built in workflow product. And AQ and WF actually work together.
