Unless you are a masochist what possible rational reason could you have for wanting to do this?

The good news is that you can't. The bad news is that you can manually work around it using double-quotes.

Why would you want to sabotague the data dictionary and make every single SQL statement a nightmare? Trying to cripple Oracle and turn it into SQL Server?
