I read a story about a year ago which talked about a south american country whose government was doing the same - going all open source and linux.
Of course, all of this could be mute if MS, Intel et. al. get their wish re: TCPA where there has to be a cooperation between OS and the hardware and the use of signed security certificates (which won't be free).
