Bottom line, Linux is a minority OS whose userbase pales in comparison to that of Windows.
The trouble with "bottom line" statements is that they're intended to shut down the debate by setting up a statement on a pedestal.
Bottom line: There's lots of SQL installations being used by Windows software developers - and Microsoft has plenty of those people working there - which are not under the care of a system administrator. As the developers don't perform the same level of care and feeding, the patch doesn't get applied.
Solution? Windows Update should check for it. But hey, you start doing that, and people complain that you're a monopoly. (Which is why, for example, Office Update isn't done through Windows update).
