I figured it out ... OCI 8 PRO*C apps require access to $ORACLE_HOME/ocommon/nls/admin/data even when statically linked.

A snap of the directory can be made and ORA_NLS33 can be used to point to that snapshot. The NLS files are platform specific.

Egad! What a mess!
