How to limit database resources

Is it possible to limit a users CPU utilization so that the user (process) can only consume e.g. 60 percent of CPU time? If I specifiy this limit in time units the call ends after this time. I want that the call takes longer (or runs slower) if it exceeds the limit. Is there any possibility? If not, does anybody know how to do it w/ OS tools?
