help connecting to sqlplus

trying to connect to sqlplus and getting an error
Error: ORA-01034 : Oracle not available



tnsping to global database name is successful



since this is a fresh install i am logging in as
username: SYSTEM


passwd  : manager


HostString: global db name (and tnsping to this is successful)
(all services running, except managememt server service)
