Just because one has the ability doesn't mean it should be common practice. Very rarely is there actually a need to crosspost, and even more rarely is there a need to crosspost to the same hiearchy.

Obviously a hideous practice and the original definition of spam.

Well, this is really contradictory to your first statement.
