Cannot write into oem_webstage

I try to install Oracle 8.1.7 on a fresh Win2000 PC. (including SP3) Normally there has been no problem, but the Installation give the error message

cannot write into Cannot write into ..\oem_webstage_5o6.jar

After some trys I answered with ignore I got the message several times again, but then the installation runs to end. This error is new to me and I also did not found something like that in goole.
Has someone an idea?
