An option is using dbExpress. The latest Delphi 7 Architect version ship with dbExpress drivers that includes the OCI and TCP protocol adapter layers of Net8 - according to the readme's you do not need any Oracle Net or SQL*Net client driver installation.

Have not tried it myself yet. dbExpress thus far has been nice to use (Delphi 6). Very lightweight, thus lacking at times, but a price well worth paying for certain applications.

BTW, I think dbExpress drivers are also available for C++.
