Seems strange to me that no Oracle folder has been created, but then, I'm not much of a Personal Oracle expert, perhaps it's normal. If you want to create a shortcut on the desktop (hardly an Oracle subject...) rightclick on the desktop follow New--> Shortcut and use the just started wizard.
