Why do you say that? Why should it be balanced?

Will anything run faster if the user states on both CPU0 and CPU1 were 60% each, instead of the 23%:98% split?

IMO. Yes.

IMO. No.

There's some you can do though to effectively use mutiple CPU's though. An idle CPU is a Bad CPU. :-)
