Oracle Graphics

I'm making a pl/sql web-application which requires Oracle Graphics to generate charts. The question is: what do I have to install to get the Oracle Graphics package? At the moment our all pl/sql applications are functioning happily with just Oracle 9.0.1.3 server, plsql_gateway and apache. It seems a bit overkill to install iAS if I only need the graphics package. Are there any alternative ways to generate charts?
