Yes, you're surely right, but the software (and the ID-card) has been designed for a 4-digit number. I work in a hospital and so we have many employees and a rather high fluctuation. I wouldn't reuse the time card numbers either.

We only reuse them, when the former employee has left the company for at least 2 years ago, which is the time we have to store his time records.
