The user needs to have his ORACLE_HOME set on his PC; When Oracle cannot find an error message, it usually means that
environment variable or registry entry( if windows) is 'pointing' to the wrong place or is not set at all..
Oracle expects to find messages in some directory below ORACLE_HOME
