For low cost development I suggest going to Oracle's site and registering as a developer and having them send you software. The last time I checked it was a couple hundred dollars to get the developers kit from Oracle. This should allow you to have a low cost development setup to prototype your design.

Taking this route you will not waste valuable time developing toward Access and then trying to recreate the schema using Oracle.
