I suggest a J2EE implementation. Make sure you have entity beans with container managed persistence and all the pieces must talk XML.
This should be very easy to implement and shouldn't cost very much at all, and the footprint would be minimal.
Make sure you have no SQL anywhere in the app, database or files. You must put the SQL somewhere where it can't be changed, modified, accessed, but should be configurable with an XML config file, but the XML file shouldn't be accessible or touchable by anyone but a stupid receptionist. ...
