The CD pack for 9i will contain around 8 or so CD's (I don't remember
exactly but it's is something like this), but I would recommend that you
just download it (as it contains everything that you need).
The 11i pack contains around 35-40 CD's depending on what release it is. It is not downloadable anywhere as far as I know, and while you can order it from the Oracle Store it will not be delivered to you unless you also have / buy a licence agreement for at least one component on the platform that you are ordering. The order for the pack will be accepted but I guess it's routed to a sales guy who checks out if you are an APPS customer and will cancel the order if you're not.
NLS (National Language Support) is the non English translations for APPS. This pack has about 20 or so CD's in it, although it is not required unless you wish to have APPS work in a language other than English. This is best avoided in my experience as, amoungst other things, it makes patch maintenance (almost) impossible. Patches must be applied in each language installed in the system, so that means if you have English, French German and Italian in the same system, 4 times the patching effort. Plus since the local offices are responsible for translations it can be a while before all languages are available for a particular patch.
