iis problem

I have a problem with a vendor supplied asp app which uses the Oracle ODBC drivers. This app runs fine when the anonymous win2k account is a member of administrators but fails when the account is removed. I know therefore that this is a permissions issue. I wondered if anyone had come across this sissue before and so would know which permissions to set

the error is

Microsoft OLE DB Provider for ODBC Drivers error '80004005'

Specified driver could not be loaded due to system error 5 (Oracle in OraHome9i).
