First thing to do is to be prepared to wait until the economy picks up.
Noone is hiring career changers right now. The economy is just too slow.
Second off, certification does not matter that much. They want experience. It cant hurt. However, I will almost guarantee you, you will have to start as a developer and then move over to DBA.
You need to learn PL/SQL... should not be hard for you. Also you will want to get the Internet Developer Suite and learn the forms tool and possibly reports as well. Unfortunately, I have yet to find a good book to learn these from.
