ORA-01031 : Insufficient Privileges error message (on trying to create an OLAP cube in 9i)

I tried using the OLAP cube wizard in 9i Enterprise manager to create a cube and received the above error message. I'm logged in as SYSDBA and have Administrator privileges. Anyone have the same problem? I'd appreciate any suggestions.
