 I am pretty sure you should RTFineM before working w/ Oracle. This is not SQL Server. When you create a user there is already a database. What you are talking about is a schema. Refer to the documentation for further information.
Sorry, not to explain everything here, but I'd be too much to write and there are many better docs out there.
