Looks like a NAT (Network Address Translation) problem. This can be sorted out by running a sqlnet trace on level 16. I posted the procedure to do this numerous times and it is documented in the Net8 administrators manual.
If it is a NAT problem, it can be resolved by running Oracle Connection Manager from the server.
