I had this occur to me with something totally unrelated to Oracle. According to the MS knowledgebase this is usually due to a third party application installing/replacing Microsoft's MSVCIRT/MSVCRT and other DLL files with their own. The knowledgebase article tells you how to extract the original files from the Windows installation CD and how to install them back.
