Oracle Books:
Oracle concepts manual. Application Developers Guide (start with fundamentals). All available at tahiti.oracle.com (may need a technet.oracle.com registration).

Absolutely. You will want at least 250M ram and preferable 512. (Oracle will run in 128mb - I've done it but don't want to repeat the experience). If you have a fast connection download either 8i or 9i for NT/Linux from technet.oracle.com
