I followed the steps in the article, however, when I tried to loadjava mail8i.jar (unjared-then-jared version of mail.jar) using this command: loadjava -u sys/manager_at_mydb -o -r -v -f -noverify -synonym -g public mail8i.zip

I got the following error:

SQL Error while connecting with oci8 driver to dev4: ORA-01031: insufficient privileges

What could be wrong?
