TNSPing delay times

Hi,

I'm obtaining around 250ms of time response with the TNSPING command on a client. What could be the reasons of that kind of poor performance?

Database tuning? Listener configuration? Network delay ?

Anyone can tell me what's the purpose of a TNSPING command? Doing a simple select or only a connection to a listener?!? Does a TNSPING determine the performance of a DB or only the initial access time to it?!?
