The over all answer is: It depends!
With so little information nobody can suggest anything to you. What does "client database " mean? Do you want to implement an interface? Do you have a distributed database?
By the way Access is not a database, it is crap with a VisualBasic Toolbox. This allows you to improve the crappiness.

Web access? Again to little information: What kind of data should be displayed?
How many clients?
Distributed clients or one location?
Security?
Oracle Forms?
OAS? poor client,
maby I should call them and save them a lot of bucks.

Suggestion:
Get a good architect to develop a serious system layout. Get a good one, pay well, you will save this money two times in your development phase.
