This has absolutely nothing at all to do with OCI. Zero! Which method you use is determined by sqlnet.ora names.directory_path=(onames, tnsnames,hostname) names.preferred_servers=<address_list of nameserver>
You can find further details on this in the sqlnet/net8 administrators manual.
