Procedure Builder Source Pane empty

The Source Pane will not show any of my procedures/packages/etc.. however the navigators, and stored program unit editors work fine. I can recompile, save, etc from the stored program unit editor, however if I attempt to describe anything from the PL/SQL interpreter I get message about the packages/procedures not existing/undefined.

any ideas as to what might be causing this?

no one around here has previously used any of these tools so it could be an installation problem or environmental variable thing as well.
