No download ( or CD for that matter) from Oracle 'contains' a database...you need to build one ( or have the installation program build a sample one for you ) ....
Once again, the Docs are useful, you really should try reading the closely.. ( see the parts about the installation and configuration - also be sure to check the release notes)
