No,  technet has been having issues with their servers for a while
(several weeks).  I have sent several emails to their suppoort group
about download problems, and their response is always "IE always works"
(which, of course, does all of Linux users absolutley no good) and their
attitude has been dismissive about looking into and resolving the issue.

So, my advise is to keep trying.  Eventually you might get through. 
And, everytime you can't do what you want, send an email to their
support group, explain the problem fully (including your environment)
and, maybe someday, they will get enough pressure to take care of it.
