Notification Mailer Startup

I execute the command

wfmlr -f wfmail.cfg

to start workflow notification mailer and i receive the following error message

wferr:

2009: Fatal error, mailer is exiting.
WFNTFTMPL_FAILED
210: Oracle Error: ORA-06550: line 1, column 15: PLS-00302: component 'SET_TEMPLATE' must be declared ORA-06550: line 1, column 7: PL/SQL: Statement ignored . SQL text: begin WF_MAIL.SET_TEMPLATE(:name); end;

Has anyone experienced the same error?
