Is it possible to install a brand new database from the command line prompt with Oracle 8i Personal?

As subject says...I keep getting the error that Oracle's not available when
I try to create a new database using scripts via SVRMGRL command-line
prompt.  A friend says it can't be done


with personal edition...any ideas or links with exact steps?  Thanks!
