Newbie Question

Hi,
I'm in the process of researching into website hosting for a database driven site I hope to start in the New Year. The database will be Oracle/SQL. This is a really silly question but I'm hoping someone will help. Will I have to obtain the SQL server web hosting before I can start designing the database? If anyone can point me in the right direction for comprehensive help and information I would very grateful.
