Newbie: Select in PL/SQL

Hello,

I've worked as a developer (web & pl/sql) in Oracle before, but never been lucky enough to also be the quasi DBA.

I just created a DB using the defaults and created several users. I granted each user DBA privileges on the machine (my environment has only 2 programmers and is secure behind firewalls). As we are writing pl/sql stored procs now, the procedures cannot see any tables outside of their schema even when we explicitly state schema.table_name

Any suggestions?
