SQL*Plus question - connnect to database other than Oracle

My firm had an Oracle "consultant" on site who insisted it was possible to use SQL*Plus as an interface to other database vendor engines like Informix. My understanding of SQL*Plus is that it makes use of Net8 which is proprietory to Oracle and would not work with Informix or Sybase. I cannot find anything in documentation that would prove that I could be done.

Who is right?
