8.15 connection to developer 2000

Cannnot connect developer 2000 version 2.1 to database persoal edition
I am running on win98 128 ram athlon 850 processor



Have tried to configure developer 2000 and have tried to modify tnsnames.ora
no success.



I am desperate to get this developer package up and running, connection help
would be appreciated.



Note database is called oracle


and am using system/manger to connect
