Oracle Client on Windows 2000

Has anyone had any problems installing Oracle Client applications on Windows 2000?

I am using Release 3 (8.1.7) and get three options: 1. install/deinstall products, 2. explore CD, 3. browse documentation. Options 2 and 3 work just fine, but when I go to install, the opening window closes, the hour glass comes on, it starts spinning and then it just quits -- no error message or anything. I'm logged on as administrator, I've tried it with and without the updated service packs, with and without several versions of the JDK and JRE installed, and the CDs are fine (they work on a windows NT box). I'm new to Windows 2000 so any hints would be greatly appreciated.
