Oracle didn't yet certify *any* version of their products against WinXP.
WinXP came out way after 8.1.6
Microsoft products being almost never 100 percent downwards compatible,
there's *no guarantee at all* it will work, and Oracle won't support you.
You're on your own.
The particular version of Oracle you are using will be desupped end of next
month.
So the only idea : downgrade that server to win2k and upgrade Oracle to 8.1.7
